THE CECAFA SENIOR CHALLENGE CUP/ CLUB CHAMPIONSHIP BASIC RULES

The purpose of this circular letter is to bring to your notice some of the important rules and regulations, which govern our tournaments. These rules must be observed strictly.

1. PRE-MATCH MEETING

Pre-match meetings will be held at 10.00 a.m. one day before the match at the designated venue. Any changes will be notified to concerned teams.

a) Playing teams must send managers and team captains. It is preferable if coaches can attend also but a captain is a must.
b) All teams must register two sets of uniforms. The second named is the away team. In case of colour clash, the second named team shall be required to change.
c) Reporting time for every match at the Stadium is one hour before kick-off time.
d) On the day of the match, playing teams must confirm their starting line-ups two hours to CECAFA secretariat and sponsors to co-ordinate television programme.
2. FINES

Fines will be imposed as follows: -

a) Lateness for pre-match meeting $50
b) Teams without captain at the pre-match meeting $50
c) Teams reporting for the pre- match meeting without playing uniform $50
d) Teams reporting late at the stadium $50
e) CECAFA officials reporting late at pre-match meeting or stadium $50

f) Teams failing to honour post match interviews will be fined US 100

3. APPEALS

Appeals or protests must be submitted to the CECAFA secretary within three hours after the end of the match together with an appeal fee of 50 dollars. The fee is non- refundable.

4. PLAYERS REGISTRATION

Each team is allowed to register up to 20 players before the start of the tournament. No player will be allowed to use more than one number during the tournament. The list of 20 players cannot be altered. Failure to register players, a fine of $200 dollars and for a player using more than one number; a fine of $50 will be imposed. The $50 dollar rule will also apply to a player who fails to produce passport for National Team’s engagements and playing licence for Clubs competition during inspections. Players MUST produce playing licences aunthenticated by their federations during club cup championship. National teams jersey shall be numbered from 1-20 while clubs can number their jerseys from 1-35. But registration for both competitions is up to 20 players for the whole duration.

5. REPORTS

Referees and Match Commissioners reports must be received within three hours after the end of the match.

6. COMPLIMENTARY

The host association will give six complimentary tickets to the playing teams during the tournament. CECAFA officials will also receive two complimentary tickets per official. The tickets will be given during pre-match meetings.

7. DEPARTURE

Teams eliminated in preliminary rounds will be required to leave within the next available means or 24 hours unless there is absolutely no connection within that period. Any additional stay will be covered by the teams concerned. Acquisition of visas and all travel arrangements will be the responsibility of each team. And travel schedule regarding arrival and visa acquisition if need should be submitted to CECAFA and host nation one month before the start of the competition. CECAFA will not be liable to compensate teams with visa fees.

8. FORCE MAJEURE

Where a match ends prematurely as a result of force majeure or darkness or any other reasons then the organising committee will decide when the match shall be replayed.

9. SIZE OF THE PARTY

Each team is allowed a party of 25 people inclusive of players and officials. Visiting team must meet the cost of extra people, if any. CECAFA and host nation will not entertain extra persons. During your stay, CECAFA and host nation will cover full board accommodation, meaning Bed and breakfast, lunch with one small soft drink, dinner with one small soft drink. All other extras like laundry, water during training, alcohol, extra meals, telephone/fax/internet should be covered by the teams and individual delegates.

10. TROPHIES/MEDALS

The first, second and third teams will receive gold, silver and bronze medals in that order. Each team will be entitled to 25 medals.

11. All delegates to CECAFA tournaments MUST carry their national flags and
Two Cassette of the national anthem.

12 A team causing abandonment of a match for whatever reasons shall be disqualified from the tournament and forfeit all it’s right due to it. The team shall leave for home with the immediate available transport.

13. The host FA will provide you with more information concerning or related to the tournament.

14. All Member Associations MUST pay US$1500 annual fee and every participating team/club MUST pay US$ 400 as participation fee before the start of the tournament.
15. One day before the start of the competition, there will be an orientation for all teams who must send their head of delegation, team manager, doctor and captain.
16. During our competitions starting with Challenge cup 2007, all national teams cannot display any of its sponsors on their kit. Clubs must also inform CECAFA their sponsors two weeks before the start of the event.
17. During our challenge cup and club cup competitions, our sponsors have the following rights: a)To host any team at a place of their choice
b)To be photographed with teams and players
c)Display their promotional materials

18. In order to improve the day to day general administration of CECAFA, it is my sincere hope that all leaders will co-operate. The teams should also display the FIFA FAIR PLAY MOTTO during the tournament.



NOTE. ANY Rule not provided in the above basic regulations, the organizers will refer to CAF and FIFA rules for direction
